PCAP-REGION 2

Prepare the following requirements to ensure a smooth COGS issuance process:

  •  Certificate of Registration (COR) as a Criminologist or Lupon
     - This must be obtained from the PRC. Please secure this before applying for COGS from PCAP.
     - If the COR is unavailable, you may submit a notarized Affidavit of Undertaking as a substitute.

  • PRC ID (for renewal)

  • Proof of Payment for COGS processing
     - Refer to the payment instructions below for details.

  • Senior Citizen/PWD ID (if applicable)

  • PCAP ID (if available)

  •  Recent 2x2 or passport-size ID photo
     - Must be taken against a white background.

  •  Endorsement Letter
     - This will be acquired during Step 2. Please refer to the step-by-step instructions below.

PAYMENT INSTRUCTIONS FOR COGS APPLICATION

PAYMENT DUES PER MEMBERSHIP CATEGORY

  • New Member – Requesting COGS: Php 2,800.00

  • New Member – Requesting COGS with RCrim Pin and PCAP Pin: Php 3,100.00

  • Active Member – Requesting COGS: Php 2,100.00

  • PWD/Senior (New Member) – Requesting COGS: Php 2,500.00

  • PWD/Senior (Active Member) – Requesting COGS: Php 1,900.00

  • Inactive Member (Expired Membership / Lapsed / Less Than One-Year Membership / Renewal of Membership) – Requesting COGS: Php 2,800.00

  • PWD/Senior (Renewal of Membership) – Requesting COGS: Php 2,500.00

  • Newly Passer / First-Cycle Renewal (First 3 years from the time of passing): Php 900.00

  • Newly Passer / First-Cycle Renewal (First 3 years from the time of passing, with RCrim and PCAP Pin): Php 1,200.00

  • Lifetime Member – Requesting COGS: Php 2,100.00

  • Lifetime Member – PCAP ID Card Reprint (Requesting COGS): Php 2,300.00

ACCEPTED PAYMENT METHODS

  • GCash (Bank Transfer): Attach a receipt containing the message "Successfully Transferred!" and clearly indicate your full name in the transaction note.

  • Cebuana Lhuillier: Submit a clear and legible receipt. Blurry or unclear images will be rejected.

  • Metrobank (Online Banking): Provide a screenshot of:

    • The transaction receipt, and

    • The confirmation email from Metrobank states: "Your Send Money transaction is successful."

  • Metrobank (Over-the-Counter): Submit a clear image of your deposit slip and handwrite your full name on the slip.

  • *Cash ATM Deposits / Machine Deposits will NOT be accepted

Step-by-step Instructions for COGS and PCAP Membership Processing

1. Pay the COGS Application Fee

Please pay the total amount of ₱2,800.00 for the COGS application to the PCAP Metrobank account. Kindly refer to the payment and discount instructions above for your guidance.

 

2. Complete the PCAP Membership & ID Form

3. Secure an Endorsement Letter from Your PCAP Chapter

  • Visit the temporary office of PCAP Region II

    • Located along Caggay National Highway (Sugar Panda Tuguegarao)​

    • The office is open from Wednesday to Friday from 10 AM-5 PM.

  • Submit the following documents to your PCAP Regional or Chapter Office:

    • Photocopy of your PRC ID (valid or expired)​

    • Photocopy of your PRC Certificate of Registration (COR) or Lupon

      • If the COR is unavailable, submit a notarized Affidavit of Undertaking​

    • One (1) piece 2x2 ID photo with name tag

    • Proof of payment to the PCAP National Office (via Metrobank)

  • Document Assessment:​​

Your Regional or Chapter Officer will assess your documents for completeness and compliance with PCAP requirements.​​

  • Endorsement Letter Issuance:

​Once verified, an official Endorsement Letter will be issued by the officer.

​

4. Complete the COGS Issuance Form

The Chapter Officer will provide the official upload link and further instructions

  • Use the link to upload the required documents, e.g., Endorsement Letter, E-copy of Certificate of Registration or Lupon, and Proof of Payment.​

  •  Review all entries before submitting. Incorrect or missing documents may cause delays in COGS processing

  • If your uploaded documents are blurry or incorrect, the PCAP National Secretariat will notify you via email. Please resolve the issue immediately to avoid delays.

5. Monitor Your Email for the Soft Copy of Your COGS

You will receive an email from pcap.philippines@gmail.com containing:

  • The soft copy of your COGS

  • A link to the PCAP Membership & ID Form

​

Processing Time:
Expect to receive your e-COGS within 7 working days, provided your documents are in order.

Delivery of Documents: Your PCAP ID, Certificate, and hard copy of your COGS will be delivered either to:

  • The mailing address you provided, or

  • Your chosen JRS Express branch

Delivery Time: Please allow 15 to 30 days for your documents to arrive.
